Miguel A. Cortez, 20, was driving a 2002 Dodge Stratus at a high rate of speed westbound on Rose Street at 9:23 p.m. Monday, according to a police department news release. Cortez attempted to navigate between a Valley Transit bus and a 2003 GMC Sonoma pickup.
