Officers also found an unresponsive man on the roadway, who was later identified as 30-year-old Agwani Samad, police said. Samad was seen by Phoenix fire personnel, but was pronounced dead at the scene.

When officers arrived, they located a white SUV with substantial damage and a man, who has not been identified, driving.
