Thomas was not wearing a seat belt and her daughter was not in a child's passenger seat, according to a CHP press release. The little girl was wearing a seat belt.

It was in the evening when a Honda Accord driven by Francine V. Thomas with her 5-year-old daughter as a passenger rear-ended a semi-truck on Highway 99 late Wednesday night. While the collision was fatal for the woman, the girl survived but sustained serious internal injuries and a broken arm. Thomas was driving at a high rate of speed in a slow lane when she struck the other vehicle. Investigation continues to determine whether drugs or alcohol were involved; check back for updates.
