Around 3 a.m., John Walter Rouzer of Safety Harbor was driving a 2002 Chevy Blazer northbound on East Lake Road just south of Foxwood Lane in the outside lane.

John Walter Rouzer, 62, was driving to the north on East Lake Road at approximately 3:00 a.m. when he began to veer off the right side of the roadway. He the overcorrected to the left and entered the median, where it rolled onto its side. As he was not wearing a seat belt, Rouzer was partially ejected from his car, which caught fire after crashing. Rouzer was found dead at the scene
