Winters, 14, of Oxly, Mo. died after the vehicle he was riding in ran off the road and overturned around 3:50 p.m. on Sept. 6. Winters was pronounced dead at the scene. Mitchell W. Morris, 37, of O'Fallon went to a Doniphan hospital with moderate injuries. He was arrested on suspicion of involuntary manslaughter - felony 2, child endangerment - felony 3, allowed person who had no legal right to drive a motor vehicle, and no seatbelt charges.  Some residents in the community can't believe a 9-year-old was driving the car. "I feel like the man should be charged for letting a nine year old drive a car. A nine year old shouldn't be driving a car," Samantha Barton.
