Patrick Monahan, 38, of Staten Island, was charged with three counts of aggravated manslaughter, three counts of vehicular homicide and one count of aggravated assault, Middlesex County Acting Prosecutor Christopher L.C. Kuberiet and Perth Amboy Police Chief Roman McKeon said in a release.
