A pedestrian, 38-year-old David Wichs, was killed when the crane in New York collapsed at around 8:30 a.m., officials said. Two other people were seriously hurt and a third suffered minor injuries, New York City Mayor Bill de Blasio said.

It was unclear why the crane came down, although it is possible that weather was a factor. The crane collapsed with such force that it broke a water main at West Broadway and Worth Street. Authorities also investigated a possible gas main break in the West Broadway area.

The mayoral-appointed task force — which has been criticized for not including any crane experts — was given 90 days to determine best practices, during which time the limit for high winds was reduced from 30 mph to 20 mph, according to the report.
However, amid backlash from construction companies who reportedly complainedthat the temporary regulations hampered their ability to do their job, the mayor's working group recommended to cancel these temporary regulations less than 45 days into their research, Crains reported.
