Maddox has been charged with driving while ability impaired with drugs. Additional charges are pending in Wayne and Ontario Counties.

Sometime before 3:50 p.m. Tuesday, Newark Investigator Jay Warren noticed Todd Maddox, 47, and his ex-girlfriend arguing outside a business on North Main Street in Newark in Wayne County, New York. When Warren approached the couple, Maddox began threatening to injure himself and other people with a knife. He then got into a vehicle and drove out of the business parking lot, nearly striking both his ex-girlfiend and Warren. Police pursued Maddox as he traveled south on Route 88, and Ontario County deputies and the New York State Police were alerted to situation. At this point the pursuit crossed over into Ontario County, and at the intersection of Route 88 and Route 96 in Phelps, Maddox lost control of his vehicle and broadsided a car that was leaving the Windy Hill Flower Farm. The driver of that car, Jennifer C. Hurlburt, 45, was killed. Her passenger, Donald Derby Jr., suffered a collapsed lung and other injuries.
