13-year-old Amish boy killed in Richland sledding crash, identified by state police

A representative from the Oswego County District Attorney's Office was at the scene with state troopers. Investigators determined that Ferman will not face charges in connection with the crash.
Miller was sledding down a hill near his home when he continued into the roadway and subsequently into the path of a car. Miller was fatally struck by the car, the driver of which has been identified as William Ferman, 44, who will not be charged.
