Salem police have arrested Antonio Ramos-Perez, and booked him into Marion County Jail on charges of felony hit-and-run and initiating a false report, in connection with the Friday night accident in which 53-year-old bicyclist Ricardo Soto was struck by a vehicle whose driver then fled the scene. Police say Soto was traveling east on Union Street Northeast and crossing Commercial Street Northeast when he was struck by a silver 1990s model Jeep Cherokee. Soto was thrown into the air, sustained non-life threatening injuries, and was taken to a hospital.
Photos of the stolen Jeep Cherokee Ramos-Perez was driving were captured by a red-light camera as the driver drove away, and police identified the vehicle license number and had a photo of the driver.
