The 45-year-old driver, Jose Flores, likely was speeding about 12:15 a.m. when he slammed into the back of a Kia Soul with handicapped license plates. The Kia was forced off the road, where it struck the concrete wall separating the service road from the main lanes, according to Harris County sheriff's deputies.
