Franklin said the driver of the Gallant was traveling westbound on 19th Street, but failed to yield at the stop sign at the intersection, and continued crossing 4th Avenue.
At the same time, the 2007 Harley Davidson motorcycle was traveling southbound on 4th Avenue and collided with the Gallant.
