Upon arrival at the scene, police officers noted that the driver, 25-year-old James Barnes, of Lily, emitted a strong smell of alcohol. The passenger, identified as 21-year-old Zachary Mathis of London, was declared deceased on the scene by the Whitley County Coroner’s Office.
