The initial investigation by State Police has shown that the 7:30 p.m. accident happened as Vines attempted to cross from the north side of Highway 73 to the south side. A Dodge Ram driven by 59-year-old David Phillips of Baton Rouge was traveling west on Highway 73 in the left-hand lane. A vehicle traveling in the right-hand lane in front of Phillips stopped, and Vines began to cross the highway. Phillips’ view of Vines was obstructed by the stopped vehicle, and he struck Vines.
Vines was transported to Baton Rouge General Medical Center where he was pronounced dead. Drugs and alcohol are not suspected to be a factor in the accident.
