A school bus with no children on board crashed into a commuter bus in Baltimore Tuesday morning, killing at least six people, police said.

Baltimore Police spokesman T.J. Smith said "significant injuries" were reported, and that closures should be expected in the 3800 block of Frederick Avenue.

No children were on board the school bus, whose driver was killed along with at least five people on the Maryland Transit Administration bus, Baltimore Police spokesman T.J. Smith said.

Federal Motor Carrier Safety Administration records show four inspections for AA Affordable Transportation over two years beginning in September 2014. The records show the company had 17 school buses and 17 drivers.

Smith said Chappell was several blocks from his first stop early Tuesday morning when his bus, for unknown reasons, hit a cemetery wall, a car and a roadside pillar before smashing into the side of an oncoming Maryland Transit Administration bus in southwest Baltimore.  

The dispatcher then questions the caller on the number of victims who may have been aboard the buses. The dispatcher tries to gauge the victims' conditions, asking if anyone was thrown from the bus or is bleeding. He asks the caller to assure everyone at the scene that "Help is on the way."

It’s being called one of the deadliest crashes for baltimore in years, as the investigation continues – details surrounding the victims aren’t getting any easier to take in.

In a statement Thursday, the Maryland Motor Vehicle Administration, said that, effective Sept. 1, “Glenn R. Chappell was no longer authorized to drive a commercial motor vehicle because he failed to provide an updated Medical Examiner’s Certificate, which expired” on Aug. 31.

He experienced a medical emergency that witnesses described as a seizure just one week before the crash, prompting paramedics to be called to his employer, AA Affordable Transportation.

City officials, community members, and Baltimore students held a news conference Monday to call on the state to speed up the audit.
