Police ID people involved in fatal Troy crash

After the obituary was published, Troy police confirmed the identity of the father as Marcell Riggins, from the Troy area. Police identified the driver of the truck as David Edwards, from the Mansfield area. Haydin and his sister, identified in the obituary as Skylar Riggins, were riding in the cart Sept. 3 when Edwards' truck struck the bike and cart at the intersection of state Route 6 and Porter Road. Marcel Riggins was thrown clear by the impact but the bike and cart were dragged under the truck for a distance. Haydin was pronounced dead at the scene. Skylar and Marcell Riggins suffered non-life-threatening injuries. Edwards and a passenger, Ryan Johnson, also of Mansfield, were not hurt.
A 7-year-old boy was killed and two other people injured when a truck struck a man on a bicycle pulling a cart carrying his two children. An obituary published Sunday in the Towanda Daily Review identified the victim as Haydin Antonio Riggins, of Troy. Marcel Riggins, the father, and Skylar Riggins, a daughter who was also in the cart, were minorly injured, as were the two occupants of the pickup. The accident is still being investigated.
