Edward Hughes Jr. faces drunken driving and open container charges, as well as failing to stop at an accident, failure to control and not having a driver's license, according to Cleveland Municipal Court records.
Two officers were stopped in traffic at East 93rd Street and Kinsman Avenue about 9:55 p.m. Friday when Hughes struck the car, police said.
Hughes fled, but other officers eventually tracked him down at East 116th Street and Kinsman Avenue about 15 minutes after the accident and arrested him, according to a police document.
The officers, whom police have not named, were treated and released for undisclosed injuries.
Hughes is scheduled to appear in court 8:30 a.m. Friday.
