Oregon dispatcher's family sues state over deadly crash

The lawsuit claims the Department of Motor Vehicles shouldn't have issued Scott a driver's license because he had his driving privileges suspended or revoked in California for alcohol-related offenses.
Alcohol appears to have played a role in a fatal wrong-way two-car accident that occurred early Thursday on Interstate 5 near Medford. Oregon State Police is asking witnesses to come forward in connection with the crash, which took place around 3:15 a.m. in the southbound lanes of I-5 about five miles south of Medford. OSP, Jackson County Sheriff's Office, local fire and medical personnel, and ODOT were dispatched to milepost 24, said Lieutenant Gregg Hastings, an OSP spokesman. Richard Webster Scott, 32, of Grants Pass, was driving a silver 2003 Dodge Grand Caravan north in the right hand southbound lane of the interstate when it collided head-on with a 2006 Honda Civic driven by 58-year-old Karen Lee Greenstein of Ashland. Greenstein, who was driving home from a shift at the Emergency Communications of Southern Oregon, was ejected from her car and died at the scene. Scott suffered serious injuries and was taken to Rogue Valley Medical Center. Safety restraint use by both drivers is pending confirmation. OSP troopers are leading the criminal investigation into the crash with assistance from Jackson County and Medford authorities. Alcohol is being investigated as a contributing factor, Hastings said. Troopers are looking into a report that prior to the crash, a vehicle matching the Grand Caravan's description was seen sideways on the southbound offramp at exit 21, about three miles south of the scene.
