Officers responded to a report of a man running up and down a street screaming that someone was following him near Northeast 137th Avenue and Sacramento Street just before 5 a.m. The 911 caller told dispatchers no one was following the man and he appeared to be high on something or suffering from mental health issues, according to Sgt.
