Officers responded to a report of a man running up and down a street screaming that someone was following him near Northeast 137th Avenue and Sacramento Street just before 5 a.m. The 911 caller told dispatchers no one was following the man and he appeared to be high on something or suffering from mental health issues, according to Sgt. Pete Simpson with Portland police. When officers arrived, the man ran away from them, Simpson said. More officers began to arrive at the scene. The man ran toward an empty, running police car, got in the driver's seat and sped away, said Simpson. He crashed the car into a yard about five blocks away.

On Friday September 19, 2014, at 4:53 a.m., East Precinct officers responded to the area of Northeast 137th Avenue and Sacramento Street on the report of a man running up and down the street screaming about someone following him.
The 33-year-old man was taken into custody to a Portland hospital for a mental health assessment.
