A snow squall was slowing traffic in the northbound lanes in North Strabane Township when a utility truck couldn't stop and rear-ended a tractor-trailer and a car, state police said.
The crash set off a chain reaction that involved 12 vehicles, police said.
Three people suffered "serious to moderate" injuries, police said. Their conditions were not immediately available.
The crash remains under investigation.
