The Allegheny County medical examiner identified the victim as 81-year-old Perry Kastanias of Millvale. An autopsy is scheduled for Sunday morning. Toler said it appeared the man came across the 40th Street Bridge and turned left onto the outbound lane of Route 28, rather than the inbound lane.
