Stokes was not wearing a seatbelt at the time of the crash, something authorities say would have made a difference, the report states.
Cory Stokes, 18, was driving westbound on Cedar Grove Road in a 2001 Honda Accord late Saturday afternoon when his car went off the right side of the road, overcorrected, causing it to go off of left side of the road into a field. Police say the right front tire blew on the car, causing the car to roll over. Stokes was ejected through the sunroof and killed.
