The chaos started after a possible road rage crash blocked off part of the highway just before 4:30 a.m. at the Scarsdale exit ramp near the Beltway, according to Houston police. A suspect fled the scene on foot, but it's not clear what caused the wreck.
Barely 10 minutes later, another vehicle slammed into an HFD ambulance responding to the first crash, sparking a chain reaction involving two more vehicles.
