Mount Vernon man charged with vehicular homicide in fatal crash on Francis Road

Michael John Stephenson, 43, remains in custody at Skagit County Jail on $250,000 bail. Stephenson is scheduled to be arraigned Dec. 17. Prosecutors accuse the Mount Vernon man of causing a five-vehicle collision about 5:45 p.m. Sunday after the 2005 Chevrolet Silverado he was driving eastbound on Francis Road reportedly crossed the centerline.

Judge Dave Needy agreed to lower Stephenson's bail from $250,000 to $150,000, but he refused to allow Stephenson to be released from jail on his own recognizance.

Sedro-Woolley woman dies in crash

Jill S. Elwick, 49, of Sedro-Woolley was traveling westbound on Francis Road outside Mount Vernon when an eastbound 2005 Chevrolet Silverado, driven by a 43-year-old Mount Vernon man, allegedly crossed the centerline, crashing nearly head-on into Elwick's 1984 Mercedes Benz, Trooper Heather Axtman said.
