A Bellingham woman caused a crash that tied up Interstate 5 traffic through Everett for more than an hour Thursday morning, Jan. 23. The crash at 9 a.m. blocked the left three lanes of southbound I-5 near Lowell Road and caused a backup that stretched several miles. A witness called in a possible drunken driver after seeing a Mazda MX-5 Miata being driven erratically shortly before the crash. The Mazda, driven by Juli A. Spicer, 58, drove onto the right shoulder and hit a concrete barrier, then spun across all four lanes before crashing into a Chrysler SUV in the carpool lane. The SUV rolled onto the guardrail before ending up on its side in the carpool lane. The driver - a 51-year-old Florida man - was not injured. A passenger in the SUV, a Florida woman, 43, was taken to Providence Regional Medical Center Everett with possible rib injuries. Spicer's Miata came to rest facing the wrong direction in the left lane. She was taken to the hospital, treated and released. Troopers believe that Spicer was driving under the influence of drugs or medication. Charges of driving under the influence are pending the results of a blood draw. The City of Everett and Snohomish County have growing populations, and along with it, growing problems with traffic and accidents.
