Charges are pending for suspected intoxicated driver who crashed into a Washington State Patrol vehicle, seriously injuring her passenger. According to a State Patrol memo, 44-year-old Joanna Kasner of Arlington was driving with her brother, Timothy, in a 2002 Saturn Vue westbound on Highway 20 shortly after 6 p.m. Thursday near mile post 73. A marked patrol vehicle, travelling westbound ahead of the Saturn spotted a driver going eastbound. Trooper Jeffrey Meldrum activated his emergency lights and performed a U-turn to pursue. Troopers said Kasner overreacted and swerved into the Chevy Caprice patrol car. Investigators noted the driver had an odor of alcohol and was acting intoxicated. Drugs are also suspected to have been a factor, troopers said. Timothy Kasner, 49, was seriously injured and transported to Harborview Medical Center in Seattle. Trooper Meldrum and Joanna Kasner were not injured. Both cars were totalled and Highway 20 was blocked for nearly two hours. Troopers said Joanna Kasner will likely be charged with vehicular assault.
