Driver charged in crash that killed Elmira girl
The Chemung County Sheriff's Office charged Justin Jayne, 24, of West Third Street in Elmira, with second-degree vehicular manslaughter, criminally negligent homicide and aggravated operation of a motor vehicle while impaired by drugs or alcohol, all felonies, along with operating a motor vehicle while impaired by drugs, a misdemeanor.
