Officers have identified the victims as Jesus Fabian Aguilar, 17; Jessie Alberto Worth, 22, and Marcos Hemberto Agmayo-Aguilar, 18.
It happened shortly after 4 a.m. at Central Avenue and Butler Drive, which is between Dunlap and Northern avenues.
"A witness reported the two vehicles appeared to be racing southbound on Central Avenue when both drivers lost control," Sgt. Jonathan Howard of the Phoenix Police Department.
