CHP: Three people killed, 2 CHP officers injured in north San Joaquin County crash on I-5

A California Highway Patrol vehicle was hit by another vehicle around 2:30 a.m. Tuesday, according to the Stockton Area CHP.

A driver then slammed into the back of the patrol car. The impact sent the patrol car – which had two officers inside – into a ditch while the other vehicle went out of control and crashed into a tree; the other car then burst into flames.

Two CHP officers were assisting the driver of a disabled tractor trailer on the freeway when for unknown reasons a driver lost control of a passing 2021 Subaru SUV that veered toward them.

Investigators said Frayer was in a Subaru SUV with his girlfriend and sister, when the vehicle veered off the road at 2:30am, and struck a CHP patrol car. The Subaru then careened off the road, struck a tree and caught fire.

The San Joaquin County Coroner’s Office confirmed Frayer’s identity and also identified a second victim as Andrea Moore, 28, from Stockton, who was later confirmed to be Frayer’s sister. The third victim’s identity has not yet been released.
