CHP said a man in his 40s pulled over to change a flat tire on his Dodge Durango when he was hit by a driver of a Honda Accord, 24-year-old Brandon Rotolo of Vacaville, who veered into the emergency lane.

Joseph Bresnyan, 40, of Olivehurst, died Wednesday afternoon as he was pulled over on eastbound I-80 near Riverside Avenue, law enforcement officials said.
