Skateboarding Student Struck by Car Near High School: PD

A student riding his skateboard near Escondido High School Monday afternoon was taken to a local hospital when a car struck him, police said. 

The crash happened at approximately 1:52 p.m. Monday on the 1500 block of N Broadway, just west of Interstate 16 near W El Norte Parkway, police said.

Due to what I feel may be unfair criticism of the driver on Facebook's Escondido Fights Crime, could any clarity or update to the story be given? Questions answered as to whether or not the driver was actually driving too fast, was the driver truly remiss in helping the victim, was the victim playing a role in the accident? I'm interested in the answers to this and I feel keenly for the sake of the victim's family and himself. I also feel for the sake of the driver. Thank you for any light you can shed on this.
