The driver was ticketed for failure to yield to a pedestrian in a crosswalk and cited for having an obstructed windshield due to frost impairing his view.
At around 6:45am, Kissane was jogging northbound across Palatine Road and was in a marked crosswalk, when a car initially going southbound on Rohlwing Road turned left onto eastbound Palatine Road and knocked him to the ground. Kissane is still listed in serious condition, and had severe head injuries from the crash. The 39-year-old driver was not injured, but was cited for failure to yeild to a pedestrian in a crosswalk and for driving with too much frost obscuring his windshield.
