The preliminary investigation indicates that a man in his 70s was operating a vehicle northbound on the West Shore Expressway near Victory when he stopped in the roadway, according to a spokesman for the NYPD's Deputy Commissioner of Public Information. His car was rear ended by another vehicle that remained on the scene, the police spokesman said.
