On Sunday, July 30, 2023, at 6:06 A.M., Deputies with the El Paso County Sheriff's Office rolled up on a motor vehicle crash at the intersection of Eastlake and Rojas in El Paso County, Texas. At that time, the driver of one of the vehicles involved was unconscious as he sustained a severe injury.

The driver of a Ford Focus, later identified as 28-year-old Carlos Balandran, was unconscious, and deputies requested medical personnel at the scene. Balandran was then taken to a local hospital where he died from his injuries.
