At about 3:10 a.m., troopers say Michael Paul-Damian Elizalde, 31, of Pharr was traveling westbound on Minnesota Road at an unsafe speed when he lost control of his gray Dodge Challenger, veered off the roadway, rolled over and struck a fence.
