Joseph Starnes, a 44-year-old West Valley resident, was driving a utility van on 31st Street in Ogden when he plowed into the back of a semitruck at the Airport Road intersection around 11 a.m. Thursday, according to Ogden police.
At around 11 a.m. a van rear-ended a semi-trailer that was stopped for a red light at the intersection of Airport Road and 31st Street. One man was declared dead at the scene. More information posted as it becomes available.
