Driver charged with Intoxicated Manslaughter after killing 21-year-old woman
The driver was traveling eastbound on 1604 and collided with another vehicle that was traveling south on the IH-10 W Access Road. A 21-year-old girl who was the front passenger of the second vehicle was pronounced dead at the scene.
