Dane County sheriff's Lt. Joe Sampson told News 3 the driver, 69-year-old Rollen J. Fries, of Mazomanie, said he was looking down at papers when he veered off the road and hit a woman riding a bike. Cynthia Arsnow, 62, of Madison, was riding west between the shoulder and the white line on the highway.
