Community Action's Volunteer Lawyer Program

Sponsored by the Skagit County Bar Association, Community Action's Volunteer Lawyer Program offers free legal assistance to eligible low-income Skagit County residents. The program is staffed by an Attorney/Program Manager and a Legal Assistant. Each year, Skagit County attorneys donated about 1,500 volunteer hours to nearly 500 people for more than $260,000 worth of legal services. Services include pro se (self-representation) family law forms and instructions, weekly legal advice clinics, and pro bono representation. Program staff also assist Spanish-speaking individuals in preparing pro se family law forms.

The Coroner is an Elected Official with the responsibility for determining the Cause and Manner of Death of all persons who pass within the jurisdictional boundaries of Skagit County. An Omak man faces a vehicular homicide charge after an ATV accident Saturday night that left his passenger dead. The victim, Charity R. Rumbolz, 24, of Omak, was found dead early today in Conconully Lake. Cain M. Bivins, 33, was booked into the Okanogan County Jail.

Two people were injured Wednesday morning, April 2, when two cars collided on Mount Baker Highway at Britton Road. A westbound 1994 Honda Accord was turning left onto Britton Road at about 11:05 a.m. when it was hit by an eastbound 1998 Ford Escort.

A 6-year-old Lynden boy was killed in a one-car crash Monday afternoon on Highway 11 near Bow in Skagit County. Zachary Conzo was riding in a car, driven by his mother, which left the highway on a hairpin curve, overturned and landed on its top about 40 feet below in Oyster Creek.

Four people were injured in a collision late Friday night on Highway 12 in Rochester. The two-car collision occurred about 8:42 p.m. at milepost 43. The driver of a red Chevrolet pickup truck attempted to pass a silver GMC Yukon, and ended up striking the vehicle.

A 40-year-old Spokane woman has been killed in a rollover crash on Highway 211 about 12 miles north of Newport. Barbara Pierre died in the crash that sent the 2003 Pontiac Grand Am she was driving into a creek north of Davis Lake around 3 a.m. Friday, according to the Washington State Patrol.

A Ridgefield man was seriously injured Wednesday afternoon in a vehicle collision along Interstate 5 in Castle Rock. Angelina Puris, 63, of Centralia was driving north on the freeway in the left lane near Milepost 49 when she lost control of her Nissan Sentra and swerved to the left.

Ali Muhammad Altharwa, 19, was still in critical condition Friday night at Providence Sacred Heart Medical Center. Two passengers were also injured: a 19-year-old man who was seriously injured and a 17-year-old girl who was thrown from the car but only sustained minor injuries.
